Common grounds to appeal a code 02 PCN
- The kerb blips or the loading-ban time plate were missing, faded or wrong, so the loading ban was not properly signed.
- The loading ban was not in force at the time shown.
- You were only letting passengers get in or out, which is usually still permitted.
- You were prevented from moving by circumstances beyond your control.
Also check the PCN itself: are the date, time, location, vehicle and code correct, and was it served on time? Errors can support the statutory grounds, such as procedural impropriety or 'the contravention did not occur'.
Evidence to gather
- Clear, dated photos of the vehicle position, road markings and every nearby sign or time plate (take them as soon as possible).
- Photos of the kerb blips and loading-ban plate (or their absence).
- Ask the council for the officer's photos and notes (or the camera footage) and check they match the PCN.
