Common grounds to appeal a code 14 PCN
- The vehicle was plugged in and charging - send the charge session record from the operator's app.
- The charger was faulty, so a session could not start (send fault reports or screenshots).
- The bay markings or signs did not make the restriction clear, or it was outside the restricted hours.
Also check the PCN itself: are the date, time, location, vehicle and code correct, and was it served on time? Errors can support the statutory grounds, such as procedural impropriety or 'the contravention did not occur'.
Evidence to gather
- Charging session history and receipts.
- Photos of the charger, any fault screen and signs.
